Bundled skills
The repository ships four skill folders under skills/. Each SKILL.md has name and description metadata and a short operational workflow.

majlis decide, used in the council skill, is a supported alias for decision acceptance. Neither a skill nor a message grants harness permissions or human authority.
Installing
Section titled “Installing”These are source artifacts, not evidence of a working installation in any harness. Use your harness’s documented project-local skill mechanism, and validate discovery and invocation against an exact recorded version. Do not install them globally as a side effect of building the repository.
